Oxford Round Table

Email of 1/14/16:
Hello. This is a quick reminder that registration and abstract submimssion [sic] will be closing on January 30, 2016 for the 25th International Childhood Education Symposium during the dates of March 13 – March 16, 2016 at Harris Manchester College in the University of Oxford, Oxford, England. Harris Manchester College is one of the thirty-eight colleges that form the University of Oxford and was founded in 1786. We are pleased to invite you to become a member of this Symposium. Membership is limited to approximately thirty-five (35) interdisciplinary scholars who have a particular interest in this subject.
Apparently, it matters not that I have yet to write a word on childhood education -- I still might be one of the "approximately thirty-five (35) interdisciplinary scholars who have a particular interest in this subject" -- and as a "Member[] of the Round Table" I will "have access to ... the Oxford Union Debating Society, colleges and halls of Oxford dating back to 1204, ... and may, on recommendation, become [an] official reader[] of the venerable Bodleian Library of the University, founded by Duke Humphrey circa 1440 ... ." Moreover, my "participation as a member of the Round Table is not contingent upon presenting ... ."

The Oxford Round Table that sponsors these International Round Tables is an American invention (starting in Kentucky) with a history that would impress a corporate reorganization lawyer. At one point, it sued a critic and asked her to "to sign a statement saying that she was 'penitent and ashamed' for making the criticisms" in a Chronicle of Higher Education forum.

OMICS and the International Conference on Forensic Research & Technology

Well known as a "predatory publisher", OMICS is also in the conference business -- bigtime. Despite the California address, its roots are in India. An email of 6/14/16 is entitled "Promulgate your research":
Dear Dr.Colleague, We are currently bringing forth "5th International Conference on Forensic Research & Technology along with external scientific association with the researches, academicians, and Forensic market leaders around the globe, scheduled during Oct 31- Nov 02, 2016 at San Francisco, USA. ... On February 16 and again on April 1, 2017, Charlene invited me
as a Speaker to attend the "6th International Conference on Forensic Research & Technology" (Forensic Research 2017) to be held in Houston, USA on September 18-20, 2017, which is a globally renowned annual conference. The conference theme for 2017 is “Setting Archetypes in the Global Forensics Realm”
(The full invitation, including two promises of "certification" by nothing less than the conference's own "organizing committee" is at a more general description of OMICS' Conference Series.)

The recognition of my putative expertise extends well beyond my knowledge of forensic science. For example:
Dear Dr.Kaye, David, ... Beneficial Microbes 2016 is specifically premeditated with a unifying axiom providing pulpit to widen the imminent scientific creations. The main theme of the conference is “Exploiting power of Microbes for the Industrial Development ". Submit your abstract at: http://beneficialmicrobes.conferenceseries.com/call-for-abstracts.php. ... Yours Sincerely, Enora Blake, Beneficial Microbes 2016, 2360 Corporate Circle, Suite 400 Henderson, NV 89074-7722, USA, Tel: 1-888-843-8169, beneficialmicrobes@microbiologyconferences.com
Later (7/28/16), I received an unsolicited elevation to the organizing committee in an email entitled "Be a part at our Conference":
Dear Dr. Kaye, David, ... Based on your expertise we would like to honor you by giving the position as an Organizing Committee Member for Beneficial Microbes -2016. Privileges for Organizing Committee: Plenary speech opportunity, ... Promotions for your own labs will be feasible ... Best Regards, Enora Blake [no address this time and the new phone number +1-650-268-9744]
Disclaimer: You are receiving this email because of your eminence in the field of Life Science.
My eminence was reduced a notch in an email of 9/10/16, which explained how "Inorder to felicitate your eminence you are being invited as our Invited Speaker to the conference. ... Looking forward to hear from you, Best Regards, Enora Blake."

The confernceseries.com website lists an organizing committee of three members as of 9/30/16: Choong-Min Kang, Associate Professor, California State University Stanislaus; Provorov Nikolai, Deputy director, All-Russia Research Institute for Agricultural Microbiology; and Rajesh Sani, Associate Professor, South Dakota School of Mines and Technology.

Institute of Research Engineers and Doctors (IRED)

The website explains (10/12/16) that "IRED is formed to carry on the business of promoting, forming, developing and organizing associations and networks of Chemical, Petroleum, Physics, Biology, Civil, Mechanical, Medical, Dental, Computer, Electronics, Electrical, Management, Biomedical, Bio informatics, Bio Technology, Aeronautical, Textile, Environmental and all related Doctors, Engineers and Professionals who are in the field of innovation ... ." Its "Four Associate Networks to promote the Research and Development activities in the respective Engineering and Technology field" are the "Universal Association of Computer and Electronics Engineers (UACEE), Universal Association of Mechanical and Aeronautical Engineers (UAMAE), Universal Association of Civil, Structural And Environmental Engineers (UACSE), Universal Association of Arts And Management Professionals (UAAMP)." Moreover, "IRED welcomes all the Doctors, Scientist, Engineers Professionals, Researchers, Scholars and Medical and Health, Technical Engineering Colleges and Universities to join us to exchange information and ideas; in according with our objective to facilitate this, we call upon to network with us." As of 6/29/17, "[t]he IRED organization has been inspiring many talents to come forward ... ."

To give the impression that it is a US firm, IRED uses the address of "42 Broadway, Suite 12-217, New York,  NY 10004, USA" for its headquarters. This appears to be "virtual office space" provided by TKO Suites, which supplies a "personal business address [to] make your home business more authentic." Its true location and owners are hidden. The domain names (theired.org and seekdl.org) are registered by Whois Privacy Protection Service, Inc. The emails come from "Anna Karlova, 12 Burkswerk, New York, New York, 10004, United States, www.conferencealertonline.com." No such address exists (in Google Maps). Whoever runs this virtual marketing site registered it via GoDaddy's Domains By Proxy.

The only "theme" of these conferences is "to bring together" is to bring together as many experts from as many technical fields as the unknown organizers can attract "to a common forum."

Global Science and Technology Forum

The "Call for Papers: 5th Annual International Conference on Law, Regulations and Public Policy (LRPP 2016)" cannot be beat for breadth of coverage in law:
The laws of the land lay the foundations of peace and order, and to ensure people progress in all aspects of their lives – whether in business, education, travel, health or recreation. The role of public officials is to create, scrutinize, implement and uphold the laws in order to protect the rights of every individual, corporate entity or institution.
The organization behind this conference is the Global Science and Technology Forum, a group from Singapore that has been accused of "conference hijacking." GSTF is "a proud partner of 38 Universities around the globe." (The links of the batch that I clicked on lead only to the home pages of the named institutions.) It publishes a slew of "science journals" on such subjects as general philosophy, music, media and communications, education, and business. Not surprisingly, it is on Beall's List as "an exploitative publisher that ... everyone should avoid."

The chairman of the conference is "Prof. the Hon. Dr. Stephen Martin, Chairman, Board of Governors, Global Science & Technology Forum (GSTF). Chief Executive, Committee for Economic Development of Australia (CEDA), Chairman, Bank of China (Australia), Former Speaker Parliament of Australia, Former Deputy Vice Chancellor (Strategy and Planning) Curtin University of Technology, and Former Pro Vice Chancellor International, Victoria University." Keynote speakers are Professors Julien Chaisse and Chao Xi of the Chinese University of Hong Kong.

As the emails below indicate, GSTF continues to troll for presenters to pay for annual reruns of the conference.

Eureka Science

Impressively, Eureka Science and the University of Sarjah (both in Sarjah, UAE), have organized two conferences with some of the same speakers for the same days next month. With "the patronage of the His Highness Dr. Sheikh Sultan Bin-Mohammed Al Qasimi, Supreme Council Member, Ruler of Sharjah and President of the University of Sharjah, Sharjah, UAE," the same four Nobel Laureates will be speaking at both the 4th Biotechnology World Congress and the 7th International Conference on Drug Discovery and Therapy. For example, the American pharmacologist, Ferid Murad, whose work garnered a share of the 1998 Nobel Prize in physiology, is a "Conference President" who promises that "'The 4th Biotechnology World Congress' would provide eminent scientists the opportunity to present their cutting edge researches [sic]...."

Dr. Murad thinks the same is true (with the name of the conference changed) for Eureka's Global Biotechnology Congress 2016, to be held in Boston (where he will again be a Conference President). The same words also appear in a Welcome Note for the "The 7th International Conference on Drug Discovery and Therapy, which, yes, "should provide eminent scientists the opportunity to present their cutting edge researches ...." These conferences, Dr. Murad assures us, are "important," exciting." and, of course, "scientific events."

By May 31, 2016, the connection to Eureka Science had become harder to detect. They no longer were part of the spam and were buried on the drug conference website. Indeed, even the name of the conference changed slightly (to Drug Discovery and Therapy World Congress 2016). The advertised speakers are
Plenary Keynote
⊖ Ferid Murad (President)
⊖ Ada E. Yonath (Nobel Laureate)
⊖ Ei-ichi Negishi (Nobel Laureate)
⊖ Sidney Altmani (Nobel Laureate)
⊖ Charles N. Serhan, Harvard Medical School
⊖ Allan L. Goldstein, GWU School of Medicine
⊖ Gregory L. Verdine, Harvard University
⊖ Ali Khademhosseini, Harvard Medical School
⊖ Dimiter S Dimitrov, NIH
⊖ Jeffrey Skolnick, Georgia Institute of Technology
⊖ Rakesh Kumar, GWU School of Medicine
⊖ William Weglicki, Children's National Medical Center
⊖ Simon C. Robson, Harvard Medical School
⊖ Peixuan Guo, OSU College of Pharmacy and College of Medicine
⊖ Gautam Chaudhury [sic], UCLA School of Medicine
A similar cast of plenary speakers are listed for the Global Biotechnology Conference 2017. As of 10/18/16, "Nobel Laureate Ferid Murad, M.D." is President of an unenumerated "Organizing Committee." His name, followed by those of Nobel Laureates Sidney Altman and Roger Tsien comprise the plenary speaker list. The keynote speakers are Andrew Johnson (NIH), Shuji Ogino (Dana Farber Cancer Institute), M. Amin Arnaout (Mass General Hospital), and Guangping Gao (U Mass Med Sch) . An "Invited Speaker Academic" gets to pay up to $1090 in registration fees, and an "Invited Speaker Corporate" has the honor of paying up to $1690. And if Eureka does not deliver on the promised speakers--indeed, if it cancels all or part of the conference--it "shall not be liable ... under any theory of law" and will not refund your full payment.

The spam for the 2019 conference comes from a virtual office in One Boston Place so as to give the appearance of a U.S. company.

Conference Series: Seasonal Greetings and Improvised Researches from OMICS

Conference Series Ltd (also Conference Series LLC and conferenceseries.com) seems to be OMICS' way of advertising conferences without mentioning that they are OMICS events.
UPDATE 5/31/18: Newer conferenceseries.com emails use the domains annualconferences.org and meettheglobalexpert.com. The domains are registered by proxy.

OMICS International gives this "unparagoned" description "bobbing in the modern age" of "technological perk up":
OMICS Scientific Meetings 2016-2017 will enhance the cornucopia of knowledge of all the participants in different fields and will be a mélange of eminent speakers, industry professionals, social activist, students etc. Discussing on various imperative topics will add an insight to ponder and confer over crux of today’s scientific and technological perk up. Our conferences are scientific rostrums to unveil the novel developments and to cogitate, and conflate ideas and realities through practical experiences.
The Conference Series LLC of Scientific Meetings 2016-2017 are unparagoned and an unmissable opportunity to engross the information and communication technologies bobbing in the modern age. Conference Series LLC Engineering Conventions 2016-2017 facilitates better understanding about the technological developments and scientific advancements across the world by simultaneously equating with the velocity of science, technology and business domains.
An article in the New York Times reported that
In October, a New Zealand college professor submitted a paper to the OMICS-sponsored “International Conference on Atomic and Nuclear Physics,” which was held last month at the Hilton Atlanta Airport. It was written using the autocomplete feature on his iPhone, which produced an abstract that begins as follows: “Atomic Physics and I shall not have the same problem with a separate section for a very long long way. Nuclear weapons will not have to come out the same day after a long time of the year he added the two sides will have the two leaders to take the same way to bring up to their long ways of the same as they will have been a good place for a good time at home the united front and she is a great place for a good time.” The paper was accepted within three hours.
An OMICS employee who identified himself as Sam Dsouza said conference papers are reviewed by its “experts” within 24 hours of submission. He couldn’t provide a list of its reviewers or their credentials.

When it sued OMICS and Conference Series for deceptive practices, the Federal Trade Commission noted in a press release of 26 August 2016 that
In addition to misrepresentations related to their journal publishing services, the FTC’s complaint alleges that the defendants regularly deceive consumers while promoting academic conferences they organize. The defendants allegedly include the names of prominent researchers as participants and presenters at the conferences, which charge registration fees that can cost more than $1,000, when in fact many of those researchers often did not agree to participate in the events. The FTC’s complaint charges the defendants, OMICS Group Inc., iMedPub LLC, Conference Series LLC, and Srinubabu Gedela, with multiple violations of the FTC Act’s prohibition on deceptive acts or practices.

Oxford Symposium: "A ... Meeting of London Symposia"

I am suspicious of the Oxford Symposium on ... whatever. The first email went like this:
1/20/17: We are pleased to invite you and your institution to participate in in the 4th Oxford Symposium on Population, Migration, and the Environment. The symposium will be held 15 and 16 March 2017 at the Oxford University Club, Oxford, U.K. Keynote speaker - Robert Rowthorn, Emeritus Professor of Economics at University of Cambridge and Research Fellow at University of Oxford. We invite you to present a paper that encourages the exchange of interdisciplinary ideas about the main themes of the conference: world population increase, human migration, and environmental sustainability. Alternatively, you may wish to attend as an observer or panel member. The Symposium seeks to cover a broad agenda that includes disciplines such as economics, education, environmental studies, agriculture, law, political science, religion, and social studies. Topics for presentation may reach beyond these areas, and our website contains an extensive list of suggested topics. Papers presented at the meeting will be subsequently peer-reviewed by external readers for possible inclusion in Symposium Books or sponsored academic journals. Email Lydia at contact@oxford-population-and-environment-symposium.com if you have questions.
The agenda is way too broad for a focused academic conference. What are "Symposium Books" and "sponsored academic journals"? Sponsored by whom? Why is there no mention of an actual academic organization or professional society? No address and no contact information (except for an email address for "Lydia")?

The webpage offers the tantalizing statement that "The Oxford Symposium on Population, Migration, and the Environment is a special interest meeting of London Symposia, an organization devoted to scholarly research, writing, and discourse." But there is no link to that organization, and no such organization emerges on the first several pages of Google search results.

The symposium website is similarly devoid of things like an organizing committee and named outlets for publication. It has no list of speakers (except for "Robert Rowthorn, Emeritus Professor of Economics at University of Cambridge and Research Fellow at University of Oxford").

The website asserts that "The Symposium has grant support from the Education Policy Research, Inc., United States and is jointly sponsored with the United Nations Association, Cordell Hull Chapter, United States." Nothing turned up in a quick Google search for "the Education Policy Research, Inc." There is a Cordell Hull Chapter of the United Nations Association. It is the Nashville branch of the United Nations Association of the United States of America (UNA-USA), which "is a nonprofit membership organization dedicated to building understanding of and support for the ideals and work of the UN among the American people. Its education, policy and advocacy programs emphasize the importance of cooperation among nations and the need for American leadership at the UN."

The website also states that "Announcements for the meeting are enhanced by the Maryland Population Center, Maastricht Centre for Citizenship Migration and Development and the Environmental Migration Portal and the Oxford Human Rights Hub." No links to the "enhancements" are provided. A search of the Oxford Human Rights Hub website for "symposium" produced 23 entries. This particular symposium was not among them. There is no Maryland Population Center, but the Maryland Population Research Center does have a link to a "call for papers" for this conference.

Who or what is behind these efforts? They appear to be organized far from Oxford by the International Round Table Symposiums, which is said (6/2/17) to have have a "location in Oxford" at the Harris Manchester College. But a webpage on its history -- which does not indicate when and where this group was founded -- reveals that
The Round Table is, thus, not an academic programme conducted by the umbrella University. Harris Manchester College is the venue, the situs, location of the Round Table. The colleges, themselves, in their private corporate capacity, traditionally host an array of academic conferences assisted by Conference Oxford. The Round Table is one such conference. Harris Manchester College was selected as the location for the meeting because of its reputation, its location in the heart of Oxford, and because of its congenial working relationship with the members of the Round Table Programme Committee and Advisory Board.
I have not located the names of any members of the committee or advisory board. The history webpage ponderously advises that
The International Round Table Symposium is an international educational organization whose purpose is to promote education, art, science, religion and charity ... effectuated by the conduct of interdisciplinary symposia and the publication of meritorious manuscripts emanating therefrom. ...
The lack of sponsorship by Oxford University is a virtue because it advances "Academic Independence":
Academic Independence is an important aspect of the Round Table. As a private charitable educational organization, the Round Table is not under the control of the hosting Oxford colleges, most of which are established as endowed sectarian foundations, nor is it in anyway under the aegis, restraint or sanctions of the University of Oxford; rather, the Round Table is free-standing, apolitical and non-denominational.
When accused by an Oxford faculty member of deceptive advertising, the group sued her. The domain name oxford-population-and-environment-symposium.com is registered to Shenette Alexander, London Education Research Symposium, Sand Dune Aly, Saint Augustine, Florida 32080, telephone: (562) 676-6382, email: internationallawsymposia@gmail.com. Shenette describes herself as "Dedicated Wife, Loving Mother, Assistant to Oxford Round Table." Her husband, Fieldon King Alexander, is the chancellor of Louisiana State University and A&M College and president of the LSU system. The group, which has existed under various names and corporate charters (mostly in the US) is a creation of the Alexander family.
