More HEET than Light?

I am not sure what to make of "HEET the International Symposium on Hydrogen Energy and Energy Technologies." Inasmuch as I have no credentials or connection with the subject, the email is rank spam. The organizers are still calling for papers a month before the conference starts.

The domain name heet-18.org is associated with a server in Hong Kong and is registered to Katsuo NAGAHATA, in Zhejiang, China. The web page on contact information reveals little. Inquiries can be directed to Conference Secretary: Ms. Daisy Lee, conf@heet-18.org, and the Organizing Committee of HEET, committee@heet-18.org. Daisy Lee?

The Technical Program Committee is full of individuals with the title "Prof.Dr." It is open to all applicants with "good experience." With a month left to go, the conference has a single "keynote speaker," from West Virginia University. But everyone is invited to apply to "Deliver an English speech relates to the conference theme. Get free conference documents. Get a Speaker Certificate after the conference finishes." If you want to be a "Listener," "HEET 2019 will be an excellent conference. ... You are welcome to attend this great event."

On the positive side, Elsevier publishes an International Journal of Hydrogen Energy that includes special issues of conference papers. A special issue edited by Jennifer Wen and Sergey Grigoriev appears as "The 2nd International Symposium on Hydrogen Energy and Energy Technologies (HEET-2018)" at Volume 44, Issue 56, Pages 29389-29804 (12 November 2019). This is a little weird inasmuch as the second conference has yet to be held. The contents come from the first conference a year earlier.
