The Changsha ICMESS2019 in the email is not listed among the 24 ICMESS2019's organized by the very flaky Researchfora -- which bills itself as the "World's largest Non-profitable professional organization" and "one among the leading organization of world to inculcate technical revolution among scholars, brilliants, geniuses and wizards of the world." I do not know who is behind the Changsha ICMESS.

FWIW, the scamference / academic-tourism operators who use "Researchfora" (and a plethora of other names) are based in Bhubaneswar (Odisha state). Mainly they target South Asian academics who want an excuse for a holiday somewhere nice and a way to use their institutions' money to pay for it.
The first ICMESS19 from the ResearchFora crowd was "332nd International Conference on Management, Economics & Social Science - ICMESS 2019It will be held during 02nd Jan 2019 at Sarjah , Sarjah , United Arab Emirates".

That is, there are 227 separate "ICMESS 2019" meetings. The organisers' business model is to find cheap hotels in tourist destinations that claim to have "conference facilities" (i.e. a large room with a microphone), book them for a weekend, and advertise up to a dozen congresses as happening there simultaneously.
The Chinese conference-mill scammers behind the Changsha ICMESS2019 are perhaps not as prolific but they follow the same general scheme.
